    Twenish v. Attorney General of Canada et al.

    Integration of Indigenous Students into the Québec Education System

    Starting in 1951, the governments of Canada and Québec implemented a policy known as the integration of Indigenous students into the Québec education system. To this end, numerous agreements were entered into between Canada, Québec and school boards to allow these students to attend schools in this system.

    The Indigenous students affected by this policy were subjected to numerous forms of abuse and discrimination within the Québec school system. This class action seeks to compensate them for the consequences of this abuse and discrimination, and also seeks punitive damages. The defendants are the Government of Canada and the Government of Québec, as well as several Centre des services scolaires and English-language school boards.

    This class action is being brought in parallel with the class action Jonah and Jérôme v. Attorney General of Canada et al., which also concerns the so-called integration policy. For more information on this other class action, please visit our web page for that case.

    Latest Developments

    On February 3, 2026, the plaintiff Darhlene Twenish filed her application for authorisation to bring a class action. This is the first step in the legal process.

    Are you a class member?

    You are a member of this class action if you fit into one of the following classes:

    Survivor Class

    • You are a person subject to the Indian Act, and
    • You attended a public school in Québec between 1951 and 2014, and
    • This school was subject to an agreement related to the education of Indian children entered into by the Government of Canada with the Government of Québec and/or a Québec school board, and
    • You are not a member of the class action Jonah and Jérôme v. Attorney General of Canada et al.

    OR

    Family Class

    You are a family member* of a member of the Survivor Class.

    *Family Members: Any spouse or civil union partner, any sibling and any child or grandchild, as well as any spouse or civil union partner of any sibling, child or grandchild of a person in the Survivor Groups.
